Human Resources Superintendent - Stakeholder Relations

BASIC FUNCTION OF THE POSITION: 

 

The Human Resources Superintendent- Stakeholder Relations will be responsible for for leading and managing the Human Resources function at Gaborone Office by ensuring full compliance with labour and immigration legislation, effective administration of work and residence permits, strategic workforce planning, employee relations management, and delivery of integrated HR services aligned with operational, regulatory, and localisation objectives.

 

MAJOR DUTIES AND RESPONSIBILITIES:

 

Your key accountabilities include:

 

  • Overseeing the end-to-end process of work and residence permit applications, renewals, cancellations, and appeals.
  • Reviewing and approving motivation letters, job justifications, organisational structure alignment, and localisation plans prior to submission.
  • Maintaining and overseeing a centralised permit tracking system to prevent permit lapses and regulatory non-compliance.
  • Ensuring alignment between employment contracts, payroll records, and permit conditions in accordance with immigration and labour requirements.
  • Liaising with government departments such as the Ministry of Labour, Department of Immigration, Ministry of Minerals and Energy, ERB, BICA, and other relevant regulatory bodies to facilitate permit approvals and clearances.
  • Ensuring that all expatriate roles have structured succession planning and knowledge transfer programmes aligned with localisation requirements.
  • Liaising with the Botswana Investment and Trade Centre (BITC) regarding employment commitments, investment obligations, and localisation compliance.
  • Overseeing recruitment, onboarding, and talent acquisition processes to ensure alignment with workforce planning and operational needs.
  • Monitoring HR KPIs including turnover, absenteeism, training compliance, localisation progress, and expatriate permit status.
  • Leading and developing the HR team to ensure high performance, compliance, and service delivery standards.t.

 

MINIMUM QUALIFICATIONS, COMPETENCIES AND EXPERIENCE REQUIRED FOR EFFECTIVE PERFORMANCE: 

 

  • Minimum 8–10 years’ experience in Human Resources, with at least 3–5 years in a supervisory or management role
  • Experience managing work and residence permits and immigration compliance is essential
  • Experience in mining or heavy industrial environment preferred
  • Experience dealing with regulatory bodies and labour inspections
  • Botswana Employment Act and labour legislation
  • Immigration and work and residence permit regulations
