Dugald River is one of the world’s top 10 zinc operations, located near Cloncurry in Queensland. Dugald River was successfully commissioned ahead of schedule and under budget, with first production of zinc concentrate in October 2017. Dugald River is estimated to have a mine life of 20+ years processing an average of 1.7 million tonnes of ore per annum. The operation predominantly produces zinc concentrate, with by-products including lead and silver.

Manager – Health & Safety, Environment, Community and Risk

We currently have an opportunity for an experienced HSEC&R Manager to lead our, Health, Safety, Environment, Community and Risk (HSEC&R) team at our Dugald River operation.

Reporting to the General Manager, you will be responsible for the management and delivery of Health, Safety, Risk, Environment and Community functions, ensuring the effective delivery of strategic initiatives, regulatory compliance and operational support across the site.

The role is available on a bus in, bus out basis (BIBO) from Cloncurry or Mount Isa or fly in fly out (FIFO) from Townsville or Brisbane on an 8/6, 4/3, 4/3, 4/3 roster.

Some of your key responsibilities will include;

  • Providing strategic leadership and direction to the Health, Safety, Environment, Community and Risk (HSEC&R) function, ensuring alignment with site and organisational objectives.
  • Leading and developing multidisciplinary teams, fostering a high-performance culture built on collaboration, accountability, continuous improvement and strong stakeholder engagement.
  • Acting as a trusted member of the Site Leadership Team, providing expert advice and strategic guidance to the General Manager on all HSEC&R matters.
  • Developing, implementing and continuously improving integrated site-wide HSEC&R strategies, frameworks and governance systems to support safe, sustainable and compliant operations.
  • Providing visible leadership to strengthen safety culture, risk management capability and environmental stewardship across the operation.
  • Ensuring compliance with all legislative, regulatory and corporate requirements relating to safety, health, environment, community and operational risk.
  • Leading the development and delivery of departmental business plans, operational objectives, workforce planning, operating budgets and capital expenditure forecasts.
  • Driving operational excellence by identifying strategic improvement opportunities and supporting the delivery of sustainable business performance.
  • Providing governance and oversight of the site's risk management framework, ensuring material operational risks are identified, assessed, monitored and appropriately controlled.
  • Partnering with risk and control owners to strengthen critical control management, verify control effectiveness and embed proactive risk management practices across the operation.
  • Overseeing the maintenance of the site's operational risk profile, ensuring emerging risks are identified through incident investigations, hazard reporting, inspections, audits, assurance activities and engagement with operational leaders.
  • Representing the site with regulators, government agencies, community stakeholders and corporate functions, maintaining strong and productive external relationships.
  • Championing employee development, succession planning and leadership capability within the HSEC&R team to build a high-performing and future-ready function

 Qualifications, Competencies & knowledge highly desired;

  • Tertiary qualification in Workplace Health and Safety, Occupational Hygiene, Environmental Science, Risk Management, Community Relations or another relevant discipline.
  • Extensive leadership experience within the resources sector, with demonstrated success leading one or more of the following functions: Safety & Health, Environment, Risk and/or Community.
  • Proven experience leading multidisciplinary teams and developing high-performing leaders within complex operational environments.
  • Demonstrated experience managing departmental budgets, workforce planning, strategic business plans and the delivery of major programmes of work.
  • Strong commercial acumen, with the ability to balance safety, operational, financial and people outcomes to achieve sustainable business performance.
  • Demonstrated ability to influence senior leaders, build trusted stakeholder relationships and drive organisational change across multiple functions.
  • Comprehensive knowledge of Queensland mining legislation, including the Mining and Quarrying Safety and Health Act and Regulations and associated Guidance Notes, together with a sound understanding of contemporary risk management principles.
  • Strong understanding of contemporary governance, assurance and risk management frameworks, with experience embedding critical risk management and continuous improvement initiatives.
  • Excellent communication, negotiation and influencing skills, with the ability to effectively engage regulators, community stakeholders, employees, contractors and senior executives.
  • A commitment to fostering an inclusive, values-driven culture that promotes safety, wellbeing, environmental stewardship and sustainable community outcomes.

Specialist - Climate Governance and Sustainability Reporting
